In April 2024, Germany made headlines by legalizing recreational cannabis, becoming the largest European country to embrace full adult-use legalization. While the European cannabis market is still small compared to North America, it’s growing fast. In 2025, legal cannabis sales are expected to reach $1.2 billion, with projections of $2.6 billion by 2028 and over $6 billion annually within the next decade. Germany alone is on track to generate nearly $1 billion in cannabis sales this year, while the UK’s tightly regulated medical cannabis market is estimated at $255 million annually.
Despite Europe’s more cautious and state-controlled approach compared to the U.S., analysts praise its “common sense regulations” and growing industry legitimacy. Countries like Spain and Portugal allow large-scale cultivation and export, positioning Europe as a promising hub for legal cannabis investment.
Where Is Cannabis Legal in Europe?
🟢 Adult Use Legalization (Personal Use + Clubs)
Only three countries have legalized recreational cannabis:
- Malta (2021): Adults can grow up to 4 plants and purchase cannabis via non-profit cooperatives.
- Luxembourg (2023): Adults 18+ may grow up to 4 plants for private consumption; commercial sales are not allowed.
- Germany (2024): Adults may carry up to 25g, store 50g at home, grow 3 plants, and join licensed non-profit cannabis clubs (up to 500 members).
🟡 Medical Cannabis Access
Most European nations have legalized cannabis for medical use, typically dispensed via pharmacies under strict conditions. Notable examples include:
- France: Medical pilot program extended until March 2026.
- Denmark: Allows botanical cannabis and Sativex under a pilot.
- UK: Allows medical cannabis including flower via prescription.
- Italy, Portugal, Czech Republic, Greece, North Macedonia, Ukraine, Switzerland, Norway: Various forms of medical cannabis permitted.

These countries have limited or experimental access to cannabis-based medicines:
- Austria, Belgium, Finland, Ireland, Croatia, Poland, Turkey, Liechtenstein
